B. Background Summary:
======================

RADM Ben Spence comes from a family steeped in naval tradition.
While his father was not a Star Fleet officer, his uncles and
grandfather were, as were generations of Spences before them.
The family, while not wealthy, has been affluent for generations
and maintains close ties with The Phillips Academy (Andover), The
Phillips-Exeter Academy (Exeter), and Harvard University, where
generations of Spences have received their secondary and university
educations (barring, of course, those who attended Star Fleet
Academy). Ben Spence seemed to have a clear sense from an early
age that he wanted a Star Fleet career and was one of two students
his year to attend SFA from Andover, one of the best regarded
private American preparatory boarding schools.

V. Skills Profile
==================

Ben Spence has enjoyed a respectable, if unremarkable, career in Star
Fleet. His career progression has fallen squarely within the upper
quartile, marked by an attention to duty and committment to the
service. During the last ten years of his shipboard service, he
played an important role as commanding officer of both the first of
the refitted Hood class light cruisers and of the Eisenhower-class
amphibious assault vessels.

Though typical of most traditional line officers, he is unassuming
and pleasant, firmly believing that his service would be amply
rewarded in due time. A devoted family man and conscientious officer,
his personal qualifications are without blemish.

Rising through tactical, shipboard operations, and command, he has
a firm understanding of the challenges faced by most command officers
and thus would be a strong candidate for administrative responsibilities
should the opportunity arise. By no means a tactical genius, this man
is also no fool, firmly committed to his subordinates and unwilling
to waste their lives frivolously. He has few pretensions or aspirations
to the heroic, more a dogged devotion to duty the mark of his career.

VI. Recent Fitness Reports
==========================

A very reliable officer, who has proved more than competent in
dealing with the hodgepodge of issues which make their way onto the
CSFO's desk. While personally I would prefer to keep Ben Spence as
my adjutant for purely selfish reasons, I am convinced that he has
much to contribute to a billet like COMTACRON.

	--ADM H.A.E. Fairweather, CSFO, (91215)

As the USS EISENHOWER has been attached to the SFMC since
commissioning, it falls to me to comment on the fitness of CAPT Ben
Spence. The USS EISENHOWER, a troop transport, often serves as the
orbital staging area for the deployment of armored regiments of
marines. She is primarily involved in peacekeeping functions, which
often spill-over to intra- system conflicts.

CAPT Spence's support of marine operations, personally and
professionally, has been a welcome departure from that of naval
officers who resent their status as a 'taxi service' for the Corps.
He takes less than good-natured barbs well, and has endeavoured to
muzzle interservice rivalry as it affects his own command.

Moreover, his relations with fellow naval officers appear to be better
than most, permitting smooth change-overs as was evidenced by their
most recent mission to New Chosun. Ben Spence is nothing if not a
good, close personal friend and one I would heartedly recommend for
any position he might desire. Though I personally know of no
aspirations for flag rank, Spence has always been private about his
ambitions and would be well suited to same.
